The Medical Products Administration of Hebei Province has identified seven hospitals as the first provincial monitoring and evaluation bases for adverse reactionsto cosmetics.

The seven hospitals are: the Second Hospital of Hebei Medical University, the Third Hospital of Hebei Medical University, the Hebei General Hospital, the Traditional Chinese Medicine Hospital of Hebei Province, the Traditional Chinese Medicine Hospital of Shijiazhuang City, Xingtai People's Hospital and the Affiliated Hospital of Hebei University of Engineering.

The Administration also selected 16 dermatologists from monitoring hospitals in the province to monitor and evaluate adverse reactions to cosmetics. The hospitals and experts will cooperate with the medical products authorities to solicit cosmetics adverse reactions report, conduct adverse reactions judgment, make analysis and evaluation, assess risks, and conduct technical research.

Adverse reactions to cosmetics refer to the lesions of the skin and its appendages caused by the normal use of cosmetics in daily life, as well as local or systemic damage. Monitoring adverse reactions to cosmetics can identify individual reactions caused by sensitive skin of users, give consumers guidance to select and use cosmetics correctly and safely, and timely discover product safety risks and make for a more focused regulatory affairs.

The monitoring of cosmetic adverse reactions in Hebei started in 2014. At present, the province has built a cosmetic adverse reaction monitoring system that consists of provincial, municipal monitoring institutions and monitoring sites. The 567 monitoring sites are located throughout the province, and they are mainly medical institutions.
